Following the recent controversy involving Shiv Sena MP Ravindra Gaikwad, the government has issued a draft proposal for a 'no-fly-list' for unruly passengers.

According to the draft proposal, any unruly behaviour on board or in the airport will invite suspension from flying for a minimum of three months. The maximum penalty could be grounding for two years or more. ?

The proposal states that any physical or verbal behaviour which causes disruption to the normal flying process will be considered an offence. ?
Depending on the nature of the actions, the offences have been categorised in three levels.
Once a passenger's name is placed on the 'no-fly list' ?he will not be allowed to book or buy a new flight ticket. The passenger will be given a period of 10 days to appeal the listing of his name.

Making the announcement the government has clarified that individual carriers can take their own decision on whether to fly a passenger who has been blacklisted by other airlines.
The draft proposal will be made available on the Civil Aviation Ministry website for public feedback till June.

The no-fly list was proposed after Air India and other private carriers took an unprecedented step of blacklisting Shiv Sena MP Ravindra Gaikwad after he physically assaulted an Air India staffer last month.
Following the controversy, the national carrier and private airlines had said that Gaikwad won't be allowed to fly until tendered an apology.
