In an unprecedented move, Prime Minister Narendra Modi announced a 21-day lockdown in the country to fight the coronavirus outbreak.?
Delivering his second address to the nation in less than a week PM Modi said that: Every State of the country, every Union Territory, every district, every municipality, every village, every street, every locality is being put under lockdown.?
He also added that: at this moment, my utmost priority, and that of the Government of India, State, and Local Governments is to protect the life of every Indian.?
The ray of hope to combat coronavirus comes from the experiences of those countries that have been able to contain coronavirus to some extent. Citizens of these countries have not stepped out of their homes for weeks. Citizens of these countries have fully adhered to government rules. Hence, these countries are now moving towards overcoming this pandemic.
Urging the public to stay indoors, the PM also warned them against crossing the?Lakshman Rekha.
Now the Union Home Ministry has issued strict guidelines for the enforcement of 21-day complete nationwide lockdown which was invoked under the National Disaster Management Act.
Under the Sections, 51 to 60 of the Disaster Management of Act any violation by individuals, companies or officials involved in the implementation will result in up to two years of imprisonment.
Under the lockdown, all government offices, the offices of state and union territory governments, autonomous institutions, public corporations, commercial, private, industrial establishments shall remain closed. However, fair price shops and those dealing with food, groceries, fruits, vegetables, dairy, meat, fish, animal fodder will remain open, it said.
Banks, insurance offices, print, and electronic media will also remain open
All transport services air, rail, and roadways -- shall remain suspended during the three-week period.
To implement the containment measures, the District Magistrate will deploy Executive Magistrates as 'Incident Commanders' in respective local jurisdictions and the latter will be responsible for the overall implementation of the lock-down.
However, Telangana has taken the lockdown to an all-new level and Chief Minister K Chandrashekar Rao said stringent action would be taken against violators.
¡°If people do not listen and stay indoors, we will be forced to implement a 24-hour curfew. If people continue to be on the streets, then the army has to be called out and shoot at sight orders may be issued,¡¯¡¯ Rao said, appealing to the people to not go out, or get into arguments in officials implementing the restrictions.
The Chief Minister urged all ministers, MLAs, and corporators in Hyderabad to "come on roads" to help police enforce the lockdown. "At any cost, the situation of bringing in the army, 24-hour curfew or shoot at site orders must not arise," he warned.
