1. Before the counting starts, the Returning Officer and Assistant Returning Officer takes an oath to maintain the secrecy of voting and they read it out aloud before the commencement of the counting process.
2. The EVMs are checked and inspected once more before the counting begins and this is done in presence of the Returning Officer.
3. Contesting Candidates and their agents have to right to be at the counting centres and oversee the counting of votes.
4. Postal ballets gets counted first and once ballot paper counting gets over, votes in EVM start getting counting. The Returning Officer supervise the counting process.
5. In case of loss of ballot paper or it gets destructing during the process of counting, the Returning Officer will immediately report this to the Election Commission.
6. The ECI depending on the situation may allow counted to be completed or declare the poll to be void and it can also order re-polling.
7. If the counting gets complete without any complaint or without any specific direction from the Election Commission, the Returning Officer can declare the result as the counting gets completed.
