In a first, IRS Officer gets name and gender changed in official records
The 2013 batch IRS officer, posted in Customs and Indirect Taxes, had requested to change her name to M. Anukathir Surya and her gender from female to male.
In a historic decision, the Ministry of Finance has allowed the request of M. Anusuya, a senior Indian Revenue Service (IRS) officer, to be recognized as M. Anukathir Surya in all official government records. This comes after the Ministry of Finance, in a landmark move, allowed the 35-year-old to change her name and gender in all official records.
Who is M Anukathir Surya
The 2013 batch IRS officer, posted in Customs and Indirect Taxes, had requested to change her name to M. Anukathir Surya and her gender from female to male.
The IRS officer, who started as an assistant commissioner in Chennai in December 2013 and was promoted to the Deputy Commissioner rank in 2018, is currently posted as Joint Commissioner in the office of the Chief Commissioner (Authorised Representative) of the Customs Excise & Service Tax Appellate Tribunal (CESTAT) in Hyderabad.

What Finance Ministry order said
Responding to the IRS officer's request, the Ministry of Finance, in an order issued on July 9, stated: ¡°Ms. M. Anusuya, IRS (C&IT: 2013) [Employee Code: 4623, DOB: 20.10.1988], presently posted as Joint Commissioner in O/o Chief Commissioner (AR), CESTAT, Hyderabad, has requested for change of her name from Ms. M. Anusuya to Mr. M. Anukathir Surya and gender from female to male.¡±
¡°The request of Ms. M. Anusuya has been considered. Henceforth, the officer will be recognized as ¡®Mr. M. Anukathir Surya¡¯ in all official records.¡± The order further added that the decision was taken with the ¡°approval of the competent authority.¡±
Supreme Court order on third gender
In April 2014, the Supreme Court had recognized transgender as the third gender and affirmed that gender identity is a personal choice irrespective of sex reassignment surgery (SRS).

"Sexual orientation refers to an individual¡¯s enduring physical, romantic, and/or emotional attraction to another person. Sexual orientation includes transgender and gender-variant people with diverse sexual orientations, which may or may not change during or after gender transition, encompassing homosexuals, bisexuals, heterosexuals, asexuals, etc.," the SC had said.
