A substitute player can replace an existing player and can bat and bowl. It's inspired by football and basketball where substitutions take place.

This season allows sides to choose an 'Impact Player'. A substitute player can replace an existing player and can bat and bowl. It's inspired by football and basketball where substitutions take place.
The new rule was announced ahead of the player auction that takes place on December 23.
The teams must name 4 substitute players during the toss. The Impact player will be picked from here.
Sides can bring in their Impact Player when the innings is underway. The concerned player can be taken after an over end or a wicket falls.
But, if the fielding team brings in the Impact Player after a wicket is gone, he will not be able to complete the over and must bowl after the over is completed.
It is similar to the Super Sub-rule that was used in ODIs in the early 2000s. But this promises to stay longer and will no doubt have an impact on games in the future.
