Indian Govt Is Setting Up A System To Track Your Lost Phone, But Won't Say Exactly How

The Centre for Development of Telematics (C-DoT) has announced it will launch a technology system next month that will let people find their lost or stolen mobile phones if they're in operation in the country. Supposedly, the tracking system would work even if the SIM card is removed.
"C-DoT is ready with the technology. The telecom department will approach the minister for its launch after the Parliament session. It should be launched next month," a Department of Telecom (DoT) official told PTI. To clarify, the parliament session is expected to run till July 26, so that makes the launch date for this somewhere around the beginning of August.
The C-DoT was assigned this particular project back in July 2017, called 'Central Equipment Identity Register (CEIR)', aimed at cracking down on cellphone theft and counterfeit devices. There's supposedly been Rs 15 crore proposed as a budget allocation for this system to be set up across the country.
The basic usage would be to block all services on stolen devices on all networks, regardless of the presence of a SIM card or not. There will reportedly be a common database shared with all telcos of blacklisted mobile phones, in order to achieve this.
Just how the DoT plans to carry out the task of "tracking" all of these devices is unclear though, and no details have been provided as of yet.
