The demonstration took place at a technology expo in Russia, where a reported for Russia 24 was introduced to Boris. She proclaimed the bot to be pretty cool, considering it had learned some slick dance moves already. While airing the footage however, eagle-eyed viewers noticed a few suspicious details.

Boris seemed to be making a lot of unnecessary movements, which would only make a robot's job harder to accomplish. For another, he didn't seem to have any external cameras or sensors, just a bunch of LEDs in his "head". And there was the bit of human neck that seemed to be under his helmet.
It turns out Boris wasn't a robot at all, but rather a robot costume built by Show Robots. With guy inside the outfit pretending to be a robot, it was likely just a gimmick to amuse the kids, but the reporter got confused.
The Boris suit is available for about Rs 2.7 lakh, and features plastic parts and glowing eyes.

It's a pretty embarrassing goof-up for the reporter in question. To be fair however, it's pretty easy to make that mistake. After all, robots today are getting more and more life-like in their movements, as demonstrated by the guys at Boston Dynamics.
In some cases, even their speech skills could fool you, like with Sophia. So to someone inexperienced with the technicalities of how a robot would move or navigate, it's possible to take a costume for the real thing.
