Home Minister Amit Shah on August 5, announced the government's decision to scrap Article 370 and 35-A of the constitution. Article 370 grants special status to Jammu and Kashmir and gives the power to the state legislature in defining its ¡®permanent residents¡¯ as also their privileges and rights.

"Further, keeping in view the prevailing internal security situation, fuelled by cross border terrorism in the existing state of Jammu and Kashmir, a separate Union Territory for Jammu and Kashmir is being created. The Union Territory of Jammu and Kashmir will be with the legislature," Home Minister Amit Shah explained in the Rajya Sabha.
After the bifurcation, the Union Territory of Ladakh will also function like that of Chandigarh which is directly controlled by the Central Government. Jammu and Kashmir on the other hand will have state-level elections and will function like Delhi.
