Apparently, this policy came into effect on November 14, 2018.
Both the airlines have been struggling on the business front and this might just be an effort to boost their ancillary revenue (ancillary revenue consists of costs like baggage fee, cancellation charges, seat selection fee).
"Based on our customer preference we have made some changes in pricing for advance selection of seats. This is a usual practice followed by airlines globally and across India," IndiGo said in a statement.
Check-ins at airports will be free. IndiGo¡¯s lowest seat fee is Rs 100 and SpiceJet¡¯s Rs 99.

People are obviously not happy about it:
Web check in option was made to make it hassle free for the customer and the airlines. Indigo has started charging for web check in and that¡¯s so ridiculous and so not apt. #indigoairlineswebcheckin @indigo @

Good morning to everyone, except the people @IndiGo and @SpiceJet who still think that passengers will pay for web check-in.

Beautiful. As per your revised policy, do you also charge for oxygen masks in case the plane loses altitude quickly? Do let me know so that I can carry my own.

@indigo now start charging for use of toilets, breathing, coughing as well. There is always so much money to be made. Your days are over for sure. As if pathetic and rude behaviour of your staff wasn¡¯t enough

While the airlines are not in violation of any law or code, it is certainly going to make it difficult for the passengers, especially those who travel with families.
Is it guaranteed that tickets bought together, with same PNR, will get seats together ? Please clarify!

Longer queues at check-in counters and hence more crowded airports will become inevitable because not everyone wants to pay extra for a seat they already paid for.
