Quoting Shiraz police chief Faraj Shojaee, state news agency IRNA said, 'Several girls removed their hijab at the end of the sports event without observing the religious considerations and legal norms.'.
A video purporting to show Tuesday's "Go Skateboarding Day" event went viral in Iran on social media.
"With the coordination of the judiciary, several perpetrators and people related to this gathering were identified and arrested on Thursday," he said.
"Holding any mixed sports or non-sports gathering without observing the religious and legal norms is prohibited... and the organizers will be dealt with according to the law," Shojaee added.
IRNA reported Shiraz governor Lotfollah Sheybani said the event was "held to break social, religious, and national rules and norms."
Following Islamic law, women are required to wear hijabs covering the head, neck, and hair.
That has been in effect in Iran since the 1979 Islamic Revolution. But over the past two decades, many people¡ªespecially in Tehran and other big cities¡ªhave pushed the envelope by letting their head coverings slide back and revealing more hair.
Iranian media said on Sunday that police had detained 120 people for alleged "criminal activities" at a party in a forest in the north of the country, including drinking alcohol, mixed-sex dancing, and taking off their headscarves.
Iranian law forbids dancing with people of the opposite sex, and only non-Muslim people are permitted to use alcohol for religious purposes.
