The traditional race involving buffalo is called 'Kambala' race. Kambala is a traditional annual buffalo race in the Karnataka's Dakshina Kannada and Udupi districts' farming community.
We cannot yet verify the validity of this claim but technically Srinivasa did not actually run 100 m in 9.55 seconds. As one can observe from the picture, the man is running alongside a pair of buffalo and there is water around, both the buffalo and the water are what we would assume, speed deterrents.
But even after than, if Srinivasa managed to run over 140 m in about 13 seconds it is a great feat. How come he ran faster than Usain Bolt?
Well, someone simply calculated what his speed for 100 m would have been given his speed for 142 m.
Usain Bolt holds the world record in races for 100 meters, at 9.58 seconds, and 200-meters, at 19.19 seconds. Both these records were made at the 2009 Berlin World Athletics Championship.
