Which Two Finance Ministers Did Not Present Budget?
KC Neogy and HN Bahuguna have been the only two Finance Ministers who never got to present the Union Budget for India. After India's first FM Chetty resigned, KC Neogy served as India's second FM in 1948, but only for 35 days, before John Mathai took over, which is Neogy he did not get the opportunity to present the union budget.
On the other hand, Hemwati Nandan Bahuguna too served as India's FM for a very short period. He was India's 13th FM from 28 July 1979 to 25 October 1979, which is why he did not get the chance to present the budget.
