The Union government has notified the Animal Birth Control Rules, 2023, under the Prevention of Cruelty to Animal Act, 1960.
The ABC 2023 rules will supersede the Animal Birth Control (Dog) Rules, 2001.?
As per the new rules, Animal Birth Control (ABC) programme for the sterilisation and immunisation of stray dogs is to be carried out by the respective local bodies/municipalities/Municipal Corporations and Panchayats.?
Also, the cruelty involved in carrying out the ABC programme must be addressed. By effectively implementing these Rules, the Animal Birth Control programme can be conducted by the local bodies, which will help reduce the stray dog population by addressing animal welfare issues.
The Municipal Corporations need to implement the ABC and Anti Rabies Program jointly.?
One of the requirements under the Rule is that the ABC Programme needs to be carried out by AWBI recognised organisation.?
The list of such Organisations will be made available on the website of the Board, which will also be updated from time to time. The Central Government has already issued letters to all the State Chief Secretaries, Principal Secretaries of the Animal Husbandry Department and Urban Development Department.?
The municipal corporations need to implement the Animal Birth Control (ABC) Programme and Anti Rabies Programme jointly, the Ministry of Fisheries, Animal Husbandry & Dairying said in a release.
The Animal Birth Control Rules, 2023, were issued following the guidelines of the Supreme Court in a case between Animal Welfare Board of India and People for Elimination of Stray Troubles, it said.
The ministry said the rules also provide guidelines on dealing with human and stray dog conflicts without relocating dogs in an area.
By effective implementation of these rules, the ABC can be conducted by the local bodies, which will help in reducing the stray dog population addressing the animal welfare issues, it added.
While ABC has been carried out by local bodies for years now, animal rights groups have long alleged that it is not being effectively implemented, leading to the growing stray dog menace across cities.
