The man dressed in a blue t-shirt and bare feet is seen collecting money from pedestrians wanting to avail his services to get to the other side.?He can be seen putting the money in a bottle, and then moving the cart with the people to the other side of the road.?
The footage also captured multiple cars moving on the waterlogged road.??
