Well, the real-life story-based film starts with a disclaimer that it has taken inspiration from Noida's real Nithari case but also warns viewers that the events shown are not exactly how things happened back in the years 2006 and 2007. The confusion starts from the beginning only, as when we say it is inspired from real life but there are also creative elements added, the viewers get confused about what to believe and what not to believe. Sector 36 ending explained: What did Inspector Pandey see on the CD?
The character of police inspector Ram Charan Pandey in the last few scenes is shown to be visiting prime accused Prem's (real-life servant Surinder Koli) village. Pandey, upon investigating with Prem's family, finds a CD, which he watches on the spot and gets horrified and shocked.

It is not clearly shown what exactly the CD had. But the inspector knew that the evidence on the CD was enough to send the other prime accused, Balbir Singh, aka Bassi (real-life Moninder Singh), to jail.
Once Pandey examines it, he knows that the CD as evidence was enough to send Bassi to jail. However, when Pandey was coming back to Delhi from Prem's village, he got picked up by goons, who eventually killed him.

The goons then discard the CD that basically contained Bassi¡¯s debauchery. Bassi, at the end of the film, gets acquitted on the basis of a lack of evidence, and Prem gets a death sentence.

Yes, Pandey was actually betrayed by his fellow officer. Even earlier in the film, when the compounder was abducted by Pandey and Constable Shravan Kumar Pathak for questioning regarding the case, it was Pathak who colluded with Rastogi to get the compounder killed via the same goons that killed Pnadey in the end.

Pandey never suspected that Pathak may have cheated him on this case, and that is why he later asks for his help while visiting Prem¡¯s village.
The last scene of Sector 36
In the last scene, a missing poster with Pandey's name is shown handing on a police station's board. If you are still unsure whether Pandey actually died or not, it is clearly shown that he must have died after the brutal attack by the goons.
