Although Zelenskyy has featured prominently in past international gatherings due to his wartime leadership, he has not been invited to the main working session with NATO member states this time, reportedly due to ongoing tensions with Trump.
The source stated that both sides are ¡°finalising the details¡± of the meeting, which is expected to occur in the early afternoon in the Netherlands.
Focus on air defence and security package
According to the source, one of the key items on the meeting¡¯s agenda is Ukraine¡¯s planned acquisition of a defence package. A major portion of this package will include air defence systems, which Kyiv continues to prioritise as the war with Russia extends into its fourth year.
The specific systems or partners involved were not disclosed, but the emphasis on bolstering Ukraine¡¯s air security remains consistent with the country's broader strategy to defend against missile and drone attacks.
Talks to cover Russia sanctions and oil price cap
In addition to military support, the meeting is also expected to cover further economic measures against Russia. Discussions will likely include the possibility of new sanctions, along with proposals to lower the current price cap on Russian oil exports.
Since 2022, the cap has been fixed at $60 per barrel. Ukraine and its allies are now pushing to reduce that figure to $45, aiming to cut deeper into Russia¡¯s revenues and limit its ability to fund the war effort.
Trump¡¯s cautious stance on new sanctions

The Ukrainian source acknowledged ongoing frustration among Western allies regarding Trump¡¯s current approach to sanctions. Despite Russian President Vladimir Putin¡¯s refusal to agree to a ceasefire, Donald Trump has so far declined to introduce new penalties against Moscow.
