What Police said
According to the Delhi Police, "Lalit Jha came to the police station on his own, after which the police arrested him and started an interrogation."
Jha, a student activist from Patna, was present outside the Parliament building on Tuesday when the security breach happened but fled the spot with the phones of his associates, who were nabbed on the spot.
How Jha fled the spot
Jha, who had made a video of the incident before fleeing, spent the night with two friends in Rajasthan's Nagaur, following which he came to Delhi.
"Lalit Jha reached Nagaur in Rajasthan by bus. There, he met his two friends and spent the night in a hotel. When he realized that the police were searching for him, he came back to Delhi by bus," the Delhi Police said, according to a preliminary investigation.
Before surrendering, Jha had burnt the mobile phones of his associates along with his friend Mahesh, who sheltered him in Rajasthan.
Both Mahesh and his cousin, Kailash, have also been detained by the Police.
How the attack was planned
According to the Delhi Police, the accused persons had purchased special shoes from Lucknow and canisters from Mumbai. This was a well-planned conspiracy and attack on the Parliament of India.

Police lawyers further submitted that the accused carried a pamphlet, declared Prime Minister Modi to be a missing person, and said the person who found him would be paid with money from the Swiss Bank.
The accused persons showed the Prime Minister like a proclaimed offender. Police informed the court that it had registered the FIR under various sections of the Indian Penal Code and had also added sections of stringent 16 (terrorism) and 18 (conspiracy for terrorism) of the UAPA Act.

What neighbours say about Jha
Neighbours in Kolkata recalled Jha as a reserved individual who seldom engaged with the community at Burrabazar in Kolkata.
Papun Shaw, a tea stall owner at Rabindra Sarani in the Burrabazar area, the business district of the city, identified Jha as a 'teacher' who disappeared two years ago.
Shaw said, "He was known as a teacher, used to teach local students. A few years back, he came to the area and was living alone. He hardly used to interact with locals. At times, he would have tea at my stall. He used to keep a very low profile. He suddenly left the area two years ago and never returned."
