In a photograph that came out in the Romanian media, Ludovic Orban and others are seen smoking. There's also food and bottles of alcohol at the table.
Nobody was wearing a mask or maintaining the space required between people during social distancing.
Orban told Mediafax news agency it was from his birthday on on May 25.
Among the attendees, the country's Foreign Minister and Economy Minister were also present.
Romania's total COVID-19 tally is 19,133 while 1259 have died so far.
