He said that "people with nothing" are simply more motivated to achieve their dreams. However, Musk is not giving the fact that his inherent wealth plays a huge in his success enough credibility.
Everyone knows that wealth and privilege play a huge role in one's educational and professional journey. A rich kid belonging to an affluent family has access to resources a struggling kid will not. This is the one major difference between the two which ultimately decides their fate.
Since rich kids can literally afford to take risks, others who are not so lucky do not have that luxury.
