A tech worker was shockingly let go from his job while on vacation. Like many others in the IT industry, the techie was lawfully living in the United States due to an H1B visa.

He had to get in touch with a friend to get rid of his car and the belongings he left behind in his rented apartment.

If an H1B visa holder loses their job, they have 60 days to seek new employment until their visa expires actively.
What about the 60-day grace period? This refers to being able to stay in the US after getting terminated. Not helpful if overseas. Grace period is about status (remaining in the US), but reentry requires a valid visa which requires "active" work, which means...

Since the H1B visa is employer-sponsored, you will not be allowed to re-enter the country during the grace period if you are currently outside the country.
Cal-WARN is also not helpful if overseas. Companies, like Twitter, initiated a "non-working period" of 60 days to satisfy Cal-WARN and because visa validity requires "active" work, reentry to the US is not allowed during the non-working period.
