MBBS Admission Goof-up: Admission Of These Students Into Medical Colleges May Be Cancelled

A National Medical Commission (NMC) notice released on Tuesday notes that students who were given MBBS seats by colleges/ institutions instead of through the online counselling process by state or Central authority would face cancellation of their admission.

Admissions of nearly 600 students were also cancelled earlier this year for being enrolled either after the deadline or by individual colleges instead of the counselling agencies.

Counselling for 15% of all the MBBS seats in the central quota is conducted by the Medical Counselling Committee, while for the rest of the 85% of seats, counselling is done by state authorities such as the directorate of health services, directorate of medical education, or other similar designated bodies.

After three rounds of counselling at Central and state levels, the counselling for leftover seats is being done.

Why the confusion over MBBS admissions?

Earlier, in a letter dated July 24, 2023, NMC had instructed top officials in all states and union territories, as well as the Directors of Medical Education in each state, to organise online counselling sessions (both for undergraduate and postgraduate programs) for all rounds, including the stray vacancy round in private medical college.

This meant that the institutions/ colleges were not allowed to conduct counselling sessions independently.

The stray round has also been included to curb "seat buying", where individual colleges allocate the leftover seats to students lower on the merit list for higher fees.

It is relevant to state that under Regulation 15 and 16 of Chapter ¨CIII of Graduate Medical Education Regulation, 2023, the designated authority to conduct UG MBBS counselling and further the manner of conduct of UG MBBS counselling is stipulated, according to which Government of India will appoint a designated authority for common counselling and further medical institute have been barred from admitting candidate to the Graduate Medical Education course in contravention of these regulations. In addition to above, a penalty provision is also stipulated for the colleges who will be found to be in violation of these regulations.

However, the NMC found out, after examining the information of 104,891 students who joined the MBBS course in 2023-24, that some were admitted through counselling process done by institutions/ colleges.

The NMC notice reads: "Even though such students names are reflected in the final list of 1,04,891 admitted students in MBBS Course for the Academic Year 2023-24, the admissions will still be cancelled at later stage once the verification of admission process is completed by the NMC after receiving the details from Directorate General of Health Services, Govt. of India and all State Counselling Authorities in respect of admissions made at institutional / college level in MBBS Course for academic session 2023-24."
