Get Ready To Pay Up To Rs 25,000 Fine Starting September If You Break Traffic Rules
Motor Vehicles Amendment Act implying increased penalties on several traffic rule violations is set to come into effect starting September 1 2019. The move was recently confirmed by the Ministry of Road Transport and Highways on August 28 2019 through SO No 3110E. Only those provisions which require no more amendments in the Central Motor Vehicles Rules 1989 will be put into effect for now.
Motor Vehicles Amendment Act implying increased penalties on several traffic rule violations is set to come into effect starting September 1, 2019. The move was recently confirmed by the Ministry of Road Transport and Highways on August 28, 2019 through S.O. No 3110(E).
It should, however, be noted that only some provisions under the Motor Vehicle Act will be implemented for now. Only those provisions which require no more amendments in the Central Motor Vehicles Rules 1989 will be put into effect for now. As per the data shared by the Ministry, a total of 63 provisions will be implemented in the first go.
These provisions include increased penalties for those found guilty of breaking traffic rule breakers. In addition, the provision around licenses, their application, vehicle registration and national transport policy will be put into effect from the mentioned date.

The increase in penalties mentioned above includes the fine implied on over speeding, driving without insurance, under-age driving, drunken driving, blocking emergency vehicles and more. On an average, the fines have been increased to around 10 times of the previous fines linked to the violations. Here are some of the revised penalties mentioned under the Motor Vehicle Act:
- Over Speeding - Rs 1000 to Rs 4000
- Driving without insurance - Rs 2000 to Rs 4000 and/or imprisonment
- Driving without helmet - Rs 1000 + 3-months license suspension
- Under-age driving - Up to Rs 25,000 and 3-year imprisonment
- Disobedience of the orders of authorities - Rs 2000
- Unauthorised use of vehicles without a licence - Rs 5000
- Driving despite disqualification - Rs 10,000
- Dangerous driving - Rs 5000
- Drunken driving - Rs 10,000
- Driving without seat belts - Rs 1000
- Overloading of vehicles - Rs 20,000
As for the other provisions mentioned in the Motor Vehicle Act, the Ministry has started formulating draft rules and will notify the provisions to be ready for implementation once the process is completed.
