He added, "We can stare at the smokers."
He further stated that when someone lights up a cigarette in a restaurant, everyone on the premises is free to stare. "I don't think that person would dare to hit back at everyone in the restaurant who is just staring," he added.
According to Professor Lo, such activity would contribute to the development of a "non-smoking culture." He also threatened that authorities will use surveillance footage provided by the public to crack down on smoking.
Smoking inside restaurants, offices, and some other places is punished by a fine of up to Rs 22,000 under Hong Kong's current smoking legislation.
