What Bullocks?! Bullock Cart Owner Fined Rs 1000, Even Though Carts Can't Be Fined Under MV Act
Riaz Hassan from Charba village in Sahaspur on the outskirts of Dehradunwas fined Rs 1000. He had reportedly parked his bullock cart near his farm. The police then drove the cart to Hassan&rsquos house and fined him Rs 1000 under section 81 of the MV Act.
Bizarre instances of people being challaned under the new Motor Vehicles Act seem to be increasing by the day. A man in UP was challaned for not wearing a helmet in a car and an auto driver was recently fined for not wearing a seat belt (do autos even have any?). Now, a bullock cart owner in Dehradun, was fined by the police under the new Motor Vehicles Act.
Riaz Hassan from Charba village in Sahaspur on the outskirts of Dehradun was fined Rs 1000. He had reportedly parked his bullock cart near his farm. Sub-inspector Pankaj Kumar, along with a police team were patrolling the area and they found the cart parked, with no one around. They inquired about the ownership of the bullock cart and found that it was Hassan¡¯s.
The police then reportedly drove the cart to Hassan¡¯s house and fined him Rs 1000 under section 81 of the MV Act. Hassan then reportedly asked the police how he was challaned for ¡°parking my vehicle outside my own field.¡±

¡°Also, why did they fine me under Motor Vehicles Act when bullock carts are not covered under it?,¡± TOI quotes him as asking. Realising that there was no provision of fining a bullock cart under the MV act, the police then backtracked and had to cancel the challan.
PD Bhatt, in-charge of Sahaspur police station, was asked about the incident and he said that the police was patrolling the area after receiving information on illegal mining.
He reportedly said, ¡°As most of the villagers take sand left after mining on bullock carts, the team thought that Hassan¡¯s cart was being used for the purpose. It was also dark. So, the team head couldn¡¯t figure out the difference between the bill books of MV Act and the one of other offences. They look very similar. They wanted to book him under IPC but ended up issuing a challan under section 81 of the MV Act.¡±
Well that sounds like a lot of bullocks.
