Currently, passport is required a primary identity proof for international travel and now the same process may ?get replicated for flying within the country. In another development, the ministry post the Shiv Sena MP, R Gaikwad episode is in the process to formulate level of offences list which would decide whether to put the offender on no fly list or not.
The four levels of offences-ranked in terms of seriousness- will decide whether to put any individual on no fly list or not.
The government will decide the restrictions for passengers engaging in unruly behaviour with airline staff or passengers, according to the seriousness of the offence.

The development came after Gaikwad episode where MP misbehaved with Air India staffer which resulted in MP being put on no fly list of not oly Air India, but other airlines also followed the ban. ?According to the report, the ministry is putting a draft civil aviation requirement (CAR) for public discussion next week itself, open to public suggestions.
It said that Minister of State for Civil Aviation Jayant Sinha has been working on a no-fly list since 2016 however, the Gaikwad incident added a sense of urgency to the need for a policy.
