Canada, which is experiencing an unprecedented housing crisis, has announced plans to reduce its temporary residents and set a cap on temporary immigration for the first time ever.
According to Canadian Immigration Minister Marc Miller, the move is aimed at ensuring that the number of temporary residents entering the country is at a sustainable level.
Reduce temporary resident population??
The government wants to reduce temporary residents to 5 per cent of the total population over the next three years from 6.5 per cent in 2023. That would be a cut of about 20% from Canada's 2.5 million temporary residents in 2023.
"Starting this fall for the first time, we will expand the immigration levels plan to include both temporary resident arrivals and permanent resident arrivals," the minister said.
The move is likely to have a direct impact on India, which in 2023 contributed 26,495 temporary foreign workers (TFWs) to Canada, making it among the top ten countries of origin for TFWP permit holders.
In recent years, Canada has become heavily dependent on foreign workers and other temporary residents who come to the country on time-limited visas.
However, things started changing with the housing and cost of living crisis in Canada, which has forced the government to review its generous immigration policies, including for international students.?
In November, the Trudeau government said it would stop ramping up immigration for permanent residents from 2026 onwards.
In January, Canada announced a two-year cap on the intake of foreign students and said it would stop giving work permits to some students after graduation as it seeks to rein in record numbers of newcomers.
The cap will be established at approximately 364,000 study permits, potentially resulting in a 35 percent overall decrease in new study visas in 2024.
