The feature was rolled out yesterday, October 21 and Google announced the feature in the form of a blog post. The new updates offer the hosts more moderation control over the meetings to make sure the conversations stay on the right track.
The host can now also control different levels of participation from attendees. In case you want to allow someone to just spectate, or someone to speak freely, the host can control that from his administrator panel.
These new addons will also apply to breakout rooms within Google Meet. Once a room is formed, any changes made to a lock setting in a specific room won¡¯t affect the settings of other rooms or the main meeting.?
The feature has been rolled out to Android (version M) as well as iOS (version 12 or above). To use these features, you¡¯ll also be required to be on the latest version of the Gmail app. The feature will gradually be rolled out to all users in the coming weeks with priority given to Google GSuite Basic and Google Workspace customers.

It is important to note that all must be on the latest version to use the moderation features. If someone is not on the latest version, the app would remove those users from the meeting upon enabling or disabling the audio or video features for those users.?
