This could mean that the supposed alien biologics have been moved from their original place or are in the process of being moved.

The King of Pentacles indicates that someone with materialistic leanings is tied to the program. This could be a wealthy person with power overseeing the project. More importantly, it pinpoints the ambitions of the programme, which are material gains.

The Hermit popped out next, which tells me that there has been a stint in the program that has forced the people involved to go underground and reflect on their plan. The last card to come out was the Ten of Cups, which indicates a happy ending to it all. It seems like the government will soon come up with a plan that would please everyone, the public and the critics, which will likely have something to do with them coming clean.
